  20. There is an increased availability of mobile telecommunication systems 
  21. on an international, regional and national basis. International mobile 
  22. satellite systems offer telephone, data and telex services to 
  23. aeronautical, land and maritime mobile users. Regional and national 
  24. cellular systems, both analogue and digital, are in operation or at 
  25. an advanced planning stage. Users of these mobile systems expect to be 
  26. connected to the international telecommunications networks and be able 
  27. to obtain international services available to fixed network customers. 
  28. In order to ensure that both fixed and mobile user needs are met, 
  29. principles of service for both satellite and terrestrial mobile 
  30. systems when interworking with the international telecommunication 
  31. networks are presented in Recommendation F.111.
