  21. CCITT Recommendation M.140 (Designations of international circuits, 
  22. groups, group and line links, digital blocks, digital paths, data 
  23. transmission systems and related information) specifies a scheme for 
  24. the designation of international routes.
  25.  
  26. The designation scheme is based on a layered approach with:
  27.  
  28.     layer 1 - a unique identification providing limited 
  29.           information;
  30.  
  31.     layer 2 - additional information that must be known at both 
  32.           termination of the route; and
  33.  
  34.     layer 3 - (optional) - bilateral information not the subject 
  35.           of international standardization.

  37. Recommendation F.104 precises the way in which Recommendation M.140 is 
  38. applicable to customer international circuit designations.
