  19. The aim of traffic measurements is to provide data that can be used by 
  20. an Administration for planning, engineering and managing its network. 
  21. The resulting measured data can be used to support various activities 
  22. as stated in Recommendation E.502. In order to reduce the amount of 
  23. data transfer and off-line processing, the exchange or operations 
  24. system can be used to make preliminary analyses for purposes of:
  25.  
  26.     -   eliminating unnecessary data values;
  27.  
  28.     -   replacing missing or wrong values in an approriate way;
  29.  
  30.     -   performing simple calculations on the values of the basic 
  31.         measurement entities to derive characteristic parameter 
  32.         values of the traffic;
  33.  
  34.     -   storing some measured or calculated values, in particular, 
  35.         traffic data records;
  36.  
  37.     -   producing appropriate user friendly report printouts.

  39. For each measurement object, there is a data record in which a certain 
  40. number of traffic values are stored. Also, some calculated values, 
  41. e.g. moving average, can be stored and updated in this data record 
  42. area.

  44. The internal functions of the analysis are not specified in 
  45. Recommendation E.503. They depend on the requirements for the output 
  46. results which are specified by the Administration. An acceptable 
  47. method may be to collect and store the data in real time, either in a 
  48. temporary data base file or directly in the traffic data record, and 
  49. later perform the calculations and report printout during periods of 
  50. low exchange processing activity. Alternatively, the records can be 
  51. transferred to an off-line system for processing, to reduce the load 
  52. on the exchange.
