  20. Recommendation E.502 applies to all digital telecommunications 
  21. exchanges operating in a switched telephone network and ISDN.
  22.  
  23. Traffic measurements on exchanges and surrounding network provide the 
  24. data base from which the dimensioning, planning, operation and 
  25. management of the network are carried out.
  26.  
  27. Information gathered from these measurements can be used for:
  28.  
  29.     -   identifying traffic patterns and distributions on a route 
  30.         and destination basis;
  31.  
  32.     -   determining the amount of traffic in the exchange and the 
  33.         network;
  34.  
  35.     -   monitoring the continuity of service and the grade of 
  36.         service.

  38. The above data and information are gathered with the purpose of 
  39. supporting the following fundamental activities:
  40.  
  41.     a)   dimensioning, planning and administration of the exchange 
  42.          and surrounding network;
  43.  
  44.     b)   performance monitoring of the exchange and surrounding 
  45.          network;
  46.  
  47.     c)   network management;
  48.  
  49.     d)   operation and maintenance of the exchange and surrounding 
  50.          network;
  51.  
  52.     e)   tariff and marketing studies;
  53.  
  54.     f)   forecasting;
  55.  
  56. The information generated by the exchange (see Recommendation Q.544) 
  57. can be provided to the end user in either real-time or non real-time 
  58. (post processed). The activities being performed by the end user will 
  59. dictate the speed of this response: for example, operation and 
  60. maintenance will require real-time information while the forecasting 
  61. and planning information can be provided after the event in non 
  62. real-time.
