  20. For planning and operating telecommunication networks it is important 
  21. to have a good knowledge of the traffic in the network. The size of 
  22. the traffic streams, how they vary with time of the day, week and 
  23. year, and their distribution in the network are examples of data that 
  24. are necessary to plan and operate different parts of the network in a 
  25. way that gives the lowest network cost at the preplanned grade of 
  26. service.

  28. Recommendation E.490 is aimed at forming a framework for the following 
  29. Recommendations on traffic measurement and evaluation. The objective 
  30. is also to give a general understanding of the use of traffic 
  31. measurements, thus to give some guidance on the E-Series 
  32. Recommendations on application of traffic data in planning and 
  33. operating a telecommunication network.
