  20. A typical user is not interested in how a particular service is 
  21. implemented, but he is interested in comparing one service with 
  22. another in terms of certain universal performance parameters which 
  23. apply to any service. Quality of Service (QOS) is expressed by 
  24. parameter which:
  25.  
  26.     -   do not depend on assumptions about the network internal 
  27.         design;
  28.  
  29.     -   are referred to in terms of user-perceivable effects and 
  30.         not by their causes in the network;
  31.  
  32.     -   are described in network independent terms and create a 
  33.         common language understandable by both the user and the 
  34.         provider;
  35.  
  36.     -   take into account all aspects of the service which can be 
  37.         objectively measured at the service access point.
  38.  
  39. A network provider is concerned with the efficiency and effectiveness 
  40. of the network. From the network providers point of view, network 
  41. performance is best expressed by parameters which give information 
  42. for:
  43.  
  44.     -   system development;
  45.  
  46.     -   network planning;
  47.  
  48.     -   operation and maintenance.
  49.  
  50. The user orientated QOS parameters provide a valuable framework for 
  51. network design, but they are not necessarily usable in specifying 
  52. network performance requirements for particular connections.
  53.  
  54. Similarly, the network performance (NP) parameters primarily determine 
  55. the Quality of Service, but they do not, necessarily, describe that 
  56. quality in a way that is meaningful to users.

  58. The purpose of Recommendation E.430 is to identify a relationship 
  59. between Quality of Service and network performance parameters.
