  21. With the worldwide introduction of public land mobile service there 
  22. exists a need for interconnection between public land mobile networks 
  23. (PLMN) and fixed terminal networks (e.g. PSTN/ISDN and PSPDN).

  25. Recommendation E.173 covers the routing plan for interconnection 
  26. between PLMN and the public switched telephone network/integrated 
  27. services digital network (PSTN/ISDN) and between PLMN and the public 
  28. data networks (PDN).

  30. It provides guidelines for routing when interconnecting PLMN and 
  31. fixed terminal networks, and indicates some basic rules for routing 
  32. of calls between the networks. Routing between networks must adhere 
  33. to regulatory conditions which exist within a given country or 
  34. Administration. Bilateral agreements may be required to establish 
  35. the actual interconnection arrangements between network operators.

  38. PLMNs are for further study.
