  21. Under the provision of Recommendation D.90, Administrations engage in 
  22. international accounting for radiocommunications handled each month.
  23.  
  24. A growing number of Administrations are processing this monthly 
  25. international accounting data using computer based accounting systems. 
  26. Information is drawn from traffic history tapes or manually encoded 
  27. from data such as inward international accounts and statistical 
  28. summaries prepared by manual abstraction from copies of traffic 
  29. tickets.

  31. It is usual at present to complete computer processing by producing 
  32. conventional printed accounts following the specifications described 
  33. in the various accounting Recommendations (D.90). Where the receiving 
  34. Administration also uses computer facilities, however, this 
  35. information has to be re-encoded for processing through its system.
  36.  
  37. Transmission of data in encoded form avoids the decoding/re-encoding 
  38. step. It also offers a faster transfer of information than by printed 
  39. forms through the mail. The latter remains true even if the forwarding 
  40. Administration has prepared the data by manual/mechanical means.

  42. The aim of  Recommendation D.91 is:
  43.  
  44.      -  To enable Administrations using computer based accounting 
  45.     systems to transfer information to each other in encoded 
  46.     form, without the need for decoding into conventional printed 
  47.     form and subsequent encoding into machine-readable form.
  48.  
  49.      -  To enable other Administrations, if they so desire, to benefit 
  50.     from the greater efficiency of speedier transfer of 
  51.     information to them and to prepare themselves for the 
  52.     introduction of computer working by introducing transmission 
  53.     of data in encoded form in advance of installation of a 
  54.     computer.

  56.      -    To facilitate provision of printed output from computer based 
  57.     systems in a format suitable for manual/mechanical processing 
  58.     where it is to be forwarded to Administrations not using 
  59.     computer facilities.

  61.      -  To facilitate provision of printed output from 
  62.     manual/mechanical accounting systems in a format suitable for 
  63.     data encoding where it is to be forwarded to Administrations 
  64.     employing computer processing.
