  21. Recommendation D.7 provides the general principles and procedures for 
  22. the implementation of "one-stop shopping" (OSS) for international 
  23. private leased telecommunication circuits (IPLC).
  24.  
  25. OSS is an optional set of arrangements whereby an Administration (the 
  26. coordinating Administration) handles coordination between a customer 
  27. and other Administration(s) concerned [the participating 
  28. Administration(s) in order to make it simpler for the customer leasing 
  29. international private leased telecommunication circuits.

  31. Recognizing on one hand that each Administration's internal procedures 
  32. and billing processes are different and on the other hand that OSS 
  33. procedures should be harmonized as much as possible, 
  34. Recommendation D.7 is only a guide to be used by Administrations 
  35. cooperating in the provision of OSS. Details of procedures should be 
  36. agreed among the Administrations concerned.

  38. The implementation of the OSS arrangement requires close coordination 
  39. among the Administrations concerned at all levels, commercial and 
  40. administrative, as well as technical. The Administrations concerned 
  41. should endeavour to meet all the specific requirements of the 
  42. customer including the choice of participating Administration(s).

  44. Recommendation D.7 encompasses the features of the OSS arrangement 
  45. (single-point ordering, billing, fault reporting) the terms and 
  46. conditions for the provision/cancellation of the lease, the way 
  47. in which inter-Administration settlements are made, the procedure 
  48. in case of allowance for service interruption.
