  21. Recommendation D.79 sets out the general principles and conditions for 
  22. charging and international accounting to be applied by Administrations 
  23. for the provision of the international videotex service as described 
  24. in Recommendation F.300. It takes into account the two specific 
  25. elements involved: communication charges and application charges.
  26.  
  27. In determining tariff principles to be applied to this service, 
  28. consideration should be given to the structure and level of charges 
  29. applicable to other international telecommunication services supplied 
  30. by the Administrations concerned, and to the provisions of 
  31. Recommendation D.5.

  33. In principle, tariffs developed for videotex services should:
  34.  
  35.     -    be flexible enough to enable new needs to be 
  36.         accommodated as the service develops;
  37.  
  38.     -    be as administratively simple as possible;
  39.  
  40.     -    be easily understood by subscribers.

  42. Recommendation D.79 sets out the principles applicable to international 
  43. accounting (communication element and application element), to the 
  44. collection charges (communication and application elements, charging 
  45. units), to the recording and exchange of charging and accounting data, 
  46. and to the user complaints and refunds.
