  21. Recommendation D.70 sets out the general principles and conditions for 
  22. tarification to be applied by Administrations (postal or 
  23. telecommunications) for the provision of bureau to bureau facsimile 
  24. document services using public facsimile stations (bureaufax service).

  26. In determining tariff principles to be applied to this service, 
  27. consideration should be given to the structure and level of charges 
  28. applicable to other international telecommunication services supplied 
  29. by the Administrations concerned, and to the provisions of 
  30. Recommendation D.5.

  32. Charging principles
  33.  
  34. In principle, a charge per page shall be levied on senders by 
  35. Administrations for the utilization of the international public 
  36. facsimile service between public bureaux. This shall apply regardless 
  37. of the telecommunication facilities (public networks or dedicated 
  38. circuits) or type of facsimile terminals used between public 
  39. bureaux. The origin Administration may decide not to levy a general 
  40. handling charge or a charge for the transmission on a separate page 
  41. (where this is considered necessary) of preamble and address details 
  42. only. The decision whether or not to levy a charge in such cases is a 
  43. national matter.

  45. International accounting

  47. Accounting rates between Administrations in the international public 
  48. facsimile service between public bureaux shall be established either 
  49. on a per page basis or in the same manner as for normal calls over 
  50. the international public network utilized.

  53. correspondence and refunds.
