  21. Every telegram gives rise, at acceptance and on delivery, to fixed 
  22. costs which are practically the same for all telegrams, except for the 
  23. telegrams bearing the service indication "urgent", and, at 
  24. transmission, to costs which vary with the number of words. The per 
  25. word tariff system, under which each telegram is charged for 
  26. exclusively according to the number of words, makes no clear 
  27. distinction between these two types of cost. On the other hand, both 
  28. tariff components are taken into account in the binary telegraph 
  29. tariff system which consists of a rate per telegram, and a rate per 
  30. word, as indicated in º A.24 of Recommendation D.000.

  32. Recommendation D.40 describes the two tariff systems, leaving to 
  33. Administrations the choice of the system they wish to apply.

  35. Recommendation D.40 does not apply to telegrams for which accounting 
  36. rates and/or collection charges are established on another basis, and 
  37. for which the appropriate provisions are being drawn up separately.
