  21. The Administrations of the countries of Europe and the Mediterranean 
  22. Basin in full exercise of their sovereignty, negotiate among 
  23. themselves agreements for determining the accounting rate shares to 
  24. be applied in their telephone relations.

  26. Recommendation D.300 R, of regional application, sets out the 
  27. principles for determining the accounting rate shares: evaluation of 
  28. the three basic elements (line, switching and national extension); 
  29. charging zones; calculation of distances (particularly in case of use 
  30. of radio-relay links or submarine cables); standard rates for 
  31. international accounting.
