  22. The general principles of Recommendation D.250 are as follows:
  23.  
  24.     -    The interworking costs inherent in the ISDN should not 
  25.         be passed on in the form of higher collection charges 
  26.         to the customers of the existing networks.
  27.  
  28.     -    The charges applied should be appropriate to the 
  29.         service requested vithout regard to the interworking 
  30.         provided.
  31.  
  32.     -    The level and division of accounting rate should be 
  33.         base on those normally applied for the international 
  34.         network used.
