  22. Recommendation D.1 sets out the general principles and conditions 
  23. applicable to international (continental and intercontinental) private 
  24. leased telecommunication circuits and networks, taking into account 
  25. opportunities available to Administrations, or other organizations or 
  26. persons to enter into special arrangements, subject to national laws 
  27. (including national regulations), for the establishment, operations, 
  28. and use of international private leased telecommunication circuits.  
  29. Recommendation D.1 also indicates what is to be understood by the 
  30. terms international private leased telecommunication circuits and 
  31. national extensions.

  33. The international private leased telecommunication circuit service 
  34. consists of making dedicated international telecommunication circuits 
  35. available to a customer for use on the terms and conditions which may 
  36. be set out in a lease agreement between the customer and the 
  37. Administration of the country at each end of the circuit. Customers 
  38. may also combine a series of such circuits to establish international 
  39. private leased telecommunication circuit networks.

  41. Recommendation D.1 precises the conditions of lease (technical 
  42. information to be provided by the customer, technical requirements, 
  43. transmission quality, extraordinary circumstances), the conditions of 
  44. use, the access (interconnection) to public networks, the principles 
  45. applicable to duration, charging and cancellation of lease, 
  46. particularly the provisions for allowances for interruptions.
