  21. Recommendation D.196 establishes one possible procedure that could be 
  22. used on an exceptional basis for the clearing of international 
  23. telecommunication balances of accounts among telecommunication 
  24. Administrations.

  26. Whenever a debtor Administration anticipates problems in effecting 
  27. the settlements of its telecommunication accounts in a given relation, 
  28. it should seek agreement from the Administrations concerned in order 
  29. to effect the settlement of its balances of accounts through clearing, 
  30. using credit(s) from other Administration(s) where appropriate.

  32. Notification to the creditor Administration should be made in time to 
  33. still meet the deadlines for payment prescribed in Appendix 1 of the 
  34. Regulations. Appropriate information will be provided to the creditor 
  35. Administration by telex or facsimile.
