  23. Recommendation D.11, which should be applied in conjunction with the 
  24. provisions of Recommendation D.10, sets out the special tariff 
  25. principles intended for application to the international 
  26. packet-switched public data communication service by means of the 
  27. virtual call facility.

  29. Since this is a rapidly developing field at the present time in terms 
  30. of the diversity of application, flexibility is essential.

  32. After defining the virtual call (switched connection), 
  33. Recommendation D.11 precises what calls are chargeable, what are the 
  34. tariff components (netword access and network utilization components) 
  35. and what are the rules for international accounting.
