  21. Recommendation D.116 provides charging and accounting principles for 
  22. the provision of direct access to an operator in the country of 
  23. destination (Home Country Direct service).
  24.  
  25. The service shall be charged:
  26.  
  27.      -    on the basis of the service used by the calling user (credit 
  28.     card, reversed charging);
  29.      -    according to the home country direct tariffs in effect in the 
  30.     country of destination.
