  22. In the international automatic service it is desirable for calls 
  23. terminating on a recorded announcement provided by an Administration 
  24. stating the reason for the call not being completed such as:
  25.  
  26.     -    suspended, cancelled or transferred subscribers;
  27.     -    network failures;
  28.     -    changes in the numbering plan of the area/country;
  29.     -    network management actions;
  30.     -    congestion in the network;
  31.     -    other reasons of a more general nature;
  32.  
  33. to receive the same treatment in different countries.

  35. The CCITT considers that no charge should be made for these calls.
