  1.         The NSFNET Backbone Services Acceptable Use Policy

  5. General Principle
  6.  
  7. (1) NSFNET Backbone services are provided to support open research and 
  8.     education in and among US research and instructional institutions, plus 
  9.     research arms of for-profit firms when engaged in open scholarly 
  10.     communication and research.  Use for other purposes is not acceptable.
  11.  
  12. Specifically Acceptable Uses
  13.  
  14. (2) Communication with foreign researchers and educators in connection with 
  15.     research or instruction, as long as any network that the foreign user 
  16.     employs for such communication provides reciprocal access to US 
  17.     researchers and educators.
  18.  
  19. (3) Communication and exchange for professional development, to maintain 
  20.     currency, or to debate issues in a field or subfield of knowledge.
  21.  
  22. (4) Use for disciplinary-society, university-association, government-advisory,
  23.     or standards activities related to the user's research and instructional 
  24.     activities.
  25.  
  26. (5) Use in applying for or administering grants or contracts for research or 
  27.     instruction, but not for other fundraising or public relations activities.
  28.  
  29. (6) Any other administrative communications or activities in direct support 
  30.     of research and instruction.
  31.  
  32. (7) Announcements of new products or services for use in research or 
  33.     instruction, but not advertising of any kind.
  34.  
  35. (8) Any traffic originating from a network of another member agency of the 
  36.     Federal Networking Council if the traffic meets the acceptable use policy 
  37.     of that agency.
  38.  
  39. (9) Communication incidental to otherwise acceptable use, except for illegal 
  40.     or specifically unacceptable use.
  41.  
  42. Unacceptable Uses
  43.  
  44. (10) Use for for-profit activities, unless covered by the General Principle 
  45.      or as a specifically acceptable use.
  46.  
  47. (11) Extensive use for private or personal business.
  48.  
  49. This statement applies to use of the the NSFNET Backbone only.  NSF  expects 
  50. that connecting networks will formulate their own use  policies.  The NSF 
  51. Division of Networking and Communications Research  and Infrastructure will 
  52. resolve any questions about this Policy or its interpretation.
