  22. included in this file.  The documents were optically scanned and run 
  23. through an OCR (optical character recognition) tool.  I proof-read 
  24. the resulting document for errors (although some may have slipped 
  25. through).

  76. Washington: Congressman Steve Schiff today released the General
  77. Accounting Office (GAO) report detailing results of a records
  78. audit related to events surrounding a crash in 1947, near
  79. Roswell, New Mexico, and the military response.
  80.  
  81. The 20 page report is the result of constituent information
  82. requests to Congressman Schiff and the difficulty he had getting
  83. answers from the Department of Defense in the now 48-year-old
  84. controversy.
  85.  
  86. Schiff said important documents, which may have shed more light
  87. on what happened at Roswell, are missing. "The GAO report states
  88. that the outgoing messages from Roswell Army Air Field (RAAF) for
  89. this period of time were destroyed without proper authority.
  90. Schiff pointed out that these messages would have shown how
  91. military officials in Roswell were explaining to their superiors
  92. exactly what happened.
  93.  
  94. "It is my understanding that these outgoing messages were
  95. permanent records, which should never have been destroyed. The
  96. GAO could not identify who destroyed the messages, or why." But
  97. Schiff pointed out that the GAO estimates that the messages were
  98. destroyed over 40 years ago, making further inquiry about their
  99. destruction impractical.
  100.  
  101. Documents revealed by the report include an FBI teletype and
  102. reference in a newsletter style internal forum at RAAF that refer
  103. to a "radar tracking device" - a reference to a weather balloon.
  104. Even though the weather balloon story has since been discredited
  105. by the US Air Force, Schiff suggested that the authors of those
  106. communications may have been repeating what they were told,
  107. rather than consciously adding to what some believe is a "cover
  108. up."
  109.  
  110. "At least this effort caused the Air Force to acknowledge that
  111. the crashed vehicle was no weather balloon," Schiff said. "That
  112. explanation never fit the fact of high military security used at
  113. the time." The Air Force in September, 1994 claimed that the
  114. crashed vehicle was a then-classified device to detect evidence
  115. of possible Soviet nuclear testing.
  116.  
  117. Schiff also praised the efforts of the GAO, describing their work
  118. as "professional, conscientious and thorough."
  119.  
  120. A two page letter discussing a related investigation into
  121. "Majestic 12" was also delivered.

  150. On July 8, 1947, the Roswell Army Air Held (RAAF) public information
  151. office in Roswell, New Mexico, reported the crash and recovery of a
  152. "flying disc." Army Air Forces personnel from the RAAF's 509th Bomb
  153. Group were credited with the recovery. The following day, the press
  154. reported that the Commanding General of the U.S. Eighth Air Force, Fort
  155. Worth, Texas, announced that RAAF personnel had recovered a crashed
  156. radar-traciting (weather) balloon, not a flying disc."
  157.  
  158. After nearly 50 years, speculation continues on what crashed at Roswell.
  159. Some observers believe that the object was of extraterrestrial origin. In
  160. the July 1994 "Report of Air Force Research Regarding the Roswell" 
  161. Incident, the Air Force did not dispute that something happened near 
  162. Roswell, but reported that the most likely source of the wreckage was 
  163. from a balloon-launched classified government project designed to 
  164. determine the state of Soviet nuclear weapons research. The debate on 
  165. what crashed at Roswell continues.
  166.  
  167. Concerned that the Department of Defense (DoD) may not have provided
  168. you with all available information on the crash, you asked us to determine
  169. the requirements for reporting air accidents similar to the crash near
  170. Roswell and identify any government records concerning the Roswell
  171. crash.
  172.  
  173. We conducted an extensive search for government records related to the
  174. crash near Roswell. We examined a wide range of classified and
  175. unclassified documents dating from July 1947 through the 1950s. These
  176. records came from numerous organizations in New Mexico and elsewhere
  177. throughout DoD as well as The Federal Bureau of Investigation (FBI), the
  178. Central Intelligence Agency (CIA), and the National Security Council. The
  179. full scope and methodology of our work are detalled at the end of This
  180. report.

  185. RESULTS IN BRIEF
  186.  
  187. iN 1947, regulations required that air accident reports be maintained
  188. air accidents reported by the Army Air Forces in New Mexico during 
  189. July 1947. All of The accidents involved military aircraft and 
  190. occurred after July 8,1947 -- the date the RAAF public information office 
  191. first reported the crash and recovery of a "flying disc" near Roswell. 
  192. The Navy reported no air accidents in New Mexico during July 1947. 
  193. Air Force officials told us that according to record-keeping
  194. requirements in effect during July 1947, there was no requirement to
  195. prepare a report on the crash of a weather balloon.
  196.  
  197. In our search for records concerning the Roswell crash, we learned that
  198. some government records covering RAAF activities had been destroyed and
  199. others had not. For example, RAAF administrative records (from Mar. 1945
  200. through Dec. 1949) and RAAF outgoing messages (from Oct. 1946 through
  201. Dec. 1949) were destroyed. The document disposition form does not
  202. indicate what organization or person destroyed the records and when or
  203. under what authority the records were destroyed.
  204.  
  205. Our search for government records concerning the Roswell crash yielded
  206. two records originating in 1947 -- a July 1947 history report by the
  207. combined 509th Bomb Group and RAAF and an FBI teletype message dated
  208. July 8, 1947. The 5O9th-RAAF report noted the recovery of a "flying disc"
  209. that was later determined by military officials to be a radar-tracking
  210. balloon. The FBI message stated that the military had reported that an
  211. object resembling a high-altitude weather balloon with a radar reflector
  212. had been recovered near Roswell.
  213.  
  214. The other government records we reviewed, including those previously
  215. withheld from the public because of security classification, and the Air
  216. Force's analysis of unidentifled flying object(1) sightings from 1946 
  217. to 1953 (Project Blue Book Special Report No. 14), did not mention 
  218. the crash or the recovery of an airborne object near Roswell in July 
  219. 1947. Similarly, executive branch agencies' responses to our letters 
  220. of inquiry produced no other government records on the Roswell crash.

  225. airborne object that by performance, aereodynamic characteristics, 
  226. or unusual features, does not conform to known aircraft or missiles,

  232. REPORTING AIR ACCIDENTS
  233.  
  234. According to press accounts from July 1947, Army Air Forces personnel 
  235. from RAAF were involved in the recovery of an airborne object near 
  236. Roswell. Therefore, if an air accident report was prepared, it should 
  237. have been prepared in accordance with Army regulations. According to an
  238. Army records management official, in 1947 Army regulations required that
  239. air accident reports be maintained permanentiy. An Air Force official 
  240. said there was no similar requirement to report a weather balloon crash.
  241.

  243. According to an Air Force official who has worked in the records
  244. management field since the inid-1940s, air accident reports prepared in
  245. July 1947 under Army regulations should have been transferred to Air
  246. Force custody in September 1947, when the Air Force was established as a
  247. separate service.
  248.  
  249. The Air Force Safety Agency is responsible for maintalning reports of air
  250. accidents. We examined its microflim records to determine whether any
  251. air accidents had been reported in New Mexico during July 1947. We
  252. identified four air accidents during this time period.(2)  All of the 
  253. accidents involved military fighter or cargo aircraft and occurred 
  254. after July 8, 1947 -- the date the RAAF public information office 
  255. first reported the crash and recovery of a "flying disc" near Roswell.
  256. According to the Army Air Forces' Report of Major Accident, these 
  257. four accidents occurred at or near the towns of Hobbs, Albuquerque, 
  258. Carrizozo, and Alamogordo, New Mexico. Ouly one of the four accidents 
  259. resulted in a fatality. The pilot died when the aircraft crashed 
  260. during an attempted take-off.
  261.

  264. (2) These records do not include information regarding mishaps of air 
  265. vehicles belonging to civilian or other government agencies.  These
  266. records also do not include mishaps involving unmanned air vehicles
  267. such as remotely piloted aircraft, low-speed cruise missiles, and 
  268. most balloons.

  272. SEARCH FOR RECORDS      
  273.  
  274. In searching for government records on the Roswell crash, we were
  275. particularly interested in identifying and reviewing records of military
  276. units assigned to RAAF in 1947 -- to include the 509th Bomb Group, the
  277. 1st Air Transport Unit, the 427th Army Air Force Base Unit, and the
  278. 1395th Military Police Company (Aviation).
  279.  
  280. Document disposition forms obtained from the National Personnel
  281. Records Center in St. Louis, Missouri, indicate that in 1953, 
  282. the Walker Air Force Base (formeriy RAAF) records officer transferred 
  283. to the Army's Kansas City records depository the histories of units 
  284. stationed at Walker Air Force Base. These histories included the 
  285. 509th Bomb Group and RAAF for February 1947 through October 1947; the 
  286. 1st Air Transport Unit for July 1946 through June 1947; and the 
  287. 427th Army Air Force Base Unit for January 1946 to February 1947. 
  288. We could not locate any documentation indicating that records of 
  289. the 1395th Military Police Company (Aviation) were ever retired 
  290. to The National Personnel Records Center or its predecessor depositories.
  291.  
  292. The July 1947 history for the 509th Bomb Group and RAAF stated that 
  293. the RAAF public information office "was kept quite busy ... answering
  294. inquiries on the `flying disc,' which was reported to be in [the] 
  295. possession of the 509th Bomb Group. The object turned out to be a 
  296. radar tracking balloon." By his signature, The RAAF's commanding 
  297. officer certified that the report represented a complete and 
  298. accurate account of RAAF activities in July 1947. (Excerpts from 
  299. the report are contained in app. I.)
  300.  
  301. In addition to unit history reports, we also searched for other 
  302. government records on the Roswell crash. In this regard, The Chief 
  303. Archivist for the National Personnel Records Center provided us 
  304. with documentation indicating that (1) RAAF records such as finance 
  305. and accounting, supplies, buildings and grounds, and other general 
  306. administrative matters from March 1945 through December 1949 and 
  307. (2) RAAF outgoing messages from October 1946 through December 1949 
  308. were destroyed. According to this official, the document disposition 
  309. form did not properly indicate the authority under which the disposal 
  310. action was taken. The Center's Chief Archivist stated that from his 
  311. personal experience, many of the Air Force organizational records 
  312. covering this time period were destroyed without entering a citation 
  313. for the governing disposition authority. Our review of records control 
  314. forms showing the destruction of other records-including outgoing RAAF
  315. messages for 1950 -- supports the Chief Archivist's viewpoint.
  316.  
  317. During our review of records at FBI headquarters, we found a July 
  318. 8, 1947, teletype message from the FBI office in Dallas, Texas, 
  319. to FBI headquarters and the FBI office in Cincinnati, Ohio. An 
  320. FBI spokesperson confirmed the authenticity of the message.
  321.  
  322. According to the message, an Eighth Air Force headquarters official 
  323. had telephonically informed the FBI's Dallas office of the recovery 
  324. near Roswell of a hexagonal-shaped disc suspended from a large balloon 
  325. by cable. The message further stated that the disc and balloon were 
  326. being sent to Wright Field (now Wright-Patterson Air Force Base, Ohio)
  327. for examination. According to The Eighth Air Force official, the 
  328. recovered object resembled a high-altitude weather balloon with a 
  329. radar reflector. The message stated that no further investigation 
  330. by the FBI was being conducted. (A copy of the teletype message 
  331. appears in app. II.)

  334. To follow up on the July 8th message, we reviewed microfilm abstracts of
  335. the FBI Dallas and Cincinnati office activities for July 1947. An 
  336. abstract prepared by the FBI Dallas office on July 12, 1947, summarized 
  337. the particulars of the July 8th message. There was no mention in the
  338. Cincinnati office abstracts of the crash or recovery of an airborne 
  339. object near Rosweil.
  340.  
  341. Because the FBI message reported that debris from the Roswell crash was
  342. being transported to Wright Held for examination, we attempted to
  343. deterinine whether military regulations existed for handling such debris.
  344. We were unable to locate any applicable regulation. As a final step, we
  345. reviewed Air Materiel Command (Wright Held) records from 1947 to 1950
  346. for evidence of command personnel involvement in this matter. We found
  347. no records mentioning the Roswell crash or the examination by Air
  348. Materiel Command personnel of any debris recovered from the crash.
  349.  
  350.  
  351. QUERIES TO FEDERAL AGENCIES REGARDING RECORDS ON THE CRASH 
  352.  
  353. We sent letters to several federal agencies asking for any government
  354. records they might have concerning the Roswell crash. In this regard, we
  355. contacted DoD, the National Security Council, the White House Office of
  356. Science and Technology Policy, the CIA, the FBI, and the Department of
  357. Energy.
  358.  
  359. The National Security Council, the White House Office of Science and
  360. Technology Policy, and the Department of Energy responded that they had
  361. no government records relating to the Roswell crash. (Copies of their
  362. responses appear in app. III, IV, and V.) The FBI, DoD, and the CIA 
  363. provided the following information.
  364.

  366. FEDERAL BUREAU OF INVESTIGATION
  367.  
  368. The FBI informed us that all FBI data regarding the crash near Roswell 
  369. had been processed under Freedom of Information Act (FOIA) requests
  370. previously received by the Bureau. We reviewed the FBI's FOIA material 
  371. and identified the July 8, 1947, FBI teletype message discussing the 
  372. recovery near Roswell of a high-altitude weather balloon with a radar 
  373. reflector. (A copy of the FBI's response appears in app. VI.)
  374.  
  375.  
  376. DEPARTMENT OF DEFENSE     
  377.  
  378. DoD informed us that the U.S. Air Force report of July 1994, entitied 
  379. "Report of Air Force Research Regarding the Roswell Incident", 
  380. represents the extent of DoD records or information concerning the 
  381. Roswell crash. The Air Force report concluded that there was no 
  382. dispute that something happened near Roswell in July 1947 and that  
  383. all available official materials indicated the most likely source 
  384. of the wreckage recovered was one of the project MOGUL balloon trains. 
  385. At the time of the Roswell crash, project MOGUL was a highly classified
  386. U.S. effort to determine the state of Soviet nuclear weapons research 
  387. using balloons that carried radar reflectors and acoustic sensors.

  391. CENTRAL INTELLIGENCE AGENCY                        
  392.                                 
  393. In March 1995, the CIA's Executive Director responded to our letter of
  394. inquiry by stating that earlier searches by the CIA for records on
  395. unidentified flying objects produced no information pertaining to the
  396. Roswell crash. The Executive Director added, however, that it was unclear
  397. whether the CIA had ever conducted a search for records specifically
  398. relating to Roswell. In the absence of such assurance, the Executive
  399. Director instructed CIA personnel to conduct a comprehensive records
  400. search for information relating to Roswell. On May 30, 1995, the CIA's
  401. Executive Director informed us that a search against the term "Roswell,
  402. New Mexico," in all CIA databases produced no CIA documents related to
  403. the crash. (A copy of CIA's response appears in app. VIII.)
  404.

  406. AGENCY COMMENTS
  407.  
  408. A draft of this report was provided to DoD for comment. DoD offered no
  409. comments or suggested changes to the report. The Chief Archivist,
  410. National Personnel Records Center offered several comments clarifying
  411. matters dealing with records management. These comments have been
  412. incorporated into the final report where appropriate.
  413.  
  414. The CIA, the Department of Energy, the FBI, the National Security 
  415. Council, and the White House Office of Science and Technology Policy 
  416. also received excerpts from the report discussing the activities of 
  417. their respective agencies. They had no substantive comments and made no
  418. suggested changes to the report.
  419.  
  420.  
  421. SCOPE AND METHODOLOGY 
  422.  
  423. To determine the requirements for reporting all accidents in 1947, we
  424. interviewed military service records management officials, reviewed
  425. military record-keeping regulations in effect during this time period, 
  426. and examined Army Air Forces and Navy air accident reports.
  427.  
  428. We also sought to identify any government records related to the Roswell
  429. crash. In this regard, we visited and reviewed records at the locations
  430. listed in table 1.

  530. Our search of government records was complicated by the fact that some
  531. records we wanted to review were missing and there was not always an
  532. explanation. Further, the records management regulations for the
  533. retention and disposition of records were unclear or changing during the
  534. period we reviewed.
  535.  
  536. We also queried the National Security Council, the White House Office of
  537. Science and Technology Policy, the Department of Energy, the FBI, DOD,
  538. and the CIA to determine what government records they have on the
  539. Roswell crash. We did not independently verify the information provided
  540. to us in their written responses.
  541.

  634.    The other three briefings were those which were given to the VIP
  635. and a simulated briefing to a large group of Air Scouts representing
  636. all of the troops in New Mexico which was given on 15 July 1947.
  637.  
  638.    Several small projects were completed during the month including
  639. signs on all the office doors, a building directory, and a world situation
  640. map which is maintained on a day-to-day basis.
  641.  
  642.    The Historical Section of S-2 has been seriously handicapped by
  643. the removal of the regular stenographer with the reduction in force.
  644.  
  645.    Due to the fact that the quality of the department reports has
  646. in general been so inadequate, lectures are being prepared to be given
  647. early in August to properly train the liaison representatives of each
  648. department.
  649.  
  650.    The Office of Public Information was kept quite busy during the
  651. month answering inquiries on the "flying disc", which was reported to be
  652. in the possession of the 509th Bomb Group.  The object turned out to be 
  653. a radar tracking ballooon.
  654.  
  655.    The main project of the month was making all arrangements for a
  656. successful Air Force Day.  Lt. Golonel Oliver LaFarge, Air Reserve Corps,
  657. at Santa Fe, made arrangements for Colonel Blanchard to visit the Governor
  658. of New Mexico and ask him to declare Air Force Day in New Mexico on 
  659. 7 August.

  1015. In response to your request, we asked several agencies for
  1016. their views on the authenticity of the publicly circulated
  1017. written material referred to as Majestic 12. The origin of
  1018. this material is unknown, but it is purported to represent
  1019. highly classified government records explaining
  1020. unidentified flying object recovery procedures and the
  1021. crash of a disc-shaped aircraft near Roswell, New Mexico,
  1022. in July 1947.
  1023.  
  1024. Since the late 1980s, several federal agencies have been
  1025. contacted by nongovernmental persons and asked to comment
  1026. on the authenticity of the Majestic 12 material. The
  1027. agencies contacted include
  1028.  
  1029. --the Information Security Oversight Office (responsible
  1030.   for overseeing the information security programs of all
  1031.   executive branch agencies that create or handle
  1032.   classified national security information),
  1033.  
  1034. --the Office of the Secretary of the Air Force, Deputy for
  1035.   Security and Investigative Programs, and
  1036.  
  1037. --the National Archives.
  1038.  
  1039. These agencies responded to the inquiries by stating that
  1040. their knowledge of Majestic 12 was limited to the written
  1041. material submitted to them by nongovernmental persons.
  1042. These agencies added that they found no records in their
  1043. files relating to Majestic 12. Moreover, the agencies'
  1044. overall conclusion concerning the authenticity of the
  1045. Majestic 12 written material was the same--there is no
  1046. evidence that the Majestic 12 written material constitutes
  1047. actual documents originally created in the executive
  1048. branch. According to the Information Security Oversight
  1049. Office and the Air Force, the Majestic 12 material should
  1050. not be treated as if it had ever been actually classified
  1051. by an executive branch agency or government official. We
  1052. found nothing in our work that contradicts the conclusions
  1053. reached by these agencies.
  1054.  
  1055. We also asked the archivists at the Harry S. Truman and
  1056. Dwight D. Eisenhower libraries for their views on the
  1057. authenticity of the Majestic 12 material. The archivists
  1058. said that over the years they have received several
  1059. inquiries from the public concerning this material. In
  1060. their search for related records, including classified
  1061. intelligence and National Security Council documents, they
  1062. found nothing that appeared to fit the description of the
  1063. Majestic 12 material or any references to this particular
  1064. designation.
  1065.  
  1066. Lastly, during our review of material received from the
  1067. public by the Information Security Oversight Office in
  1068. connection with past Freedom of Information Act requests,
  1069. we came across a message dated November 17, 1980. The
  1070. message, which appeared to have been originated by the
  1071. Operations Division of the Air Force Office of Special
  1072. Investigations (AFOSI), contained the words "MJ Twelve."
  1073.  
  1074. We contacted AFOSI to determine the authenticity of the
  1075. November 1980 message. In a letter dated February 28,
  1076. 1995, the Commander, AFOSI, Investigative Operations
  1077. Center, advised us that a search of AFOSI files failed to
  1078. disclose any official record copy of the message. The
  1079. commander also advised us that in connection with an
  1080. earlier Freedom of Information Act request, AFOSI had been
  1081. asked to determine the authenticity of the message. At
  1082. that time, AFOSI concluded that the message was a forgery.
