  1.     The time is recorded in the directory for files when they
  2.     are created or altered.  If the time is not specified on
  3.     the command line, you will be prompted for it.  You may
  4.     wish to specify only the hour or only the hours and minutes.
  5.     In no case are the seconds or hundredths of a second required.
  6.     (You can, however, set them if you have a strange desire to.)
