  6. How to upload to SimTel, the Coast to Coast Software Repository (tm)
  7.  
  8. SimTel does not publish instructions for uploading files for those who
  9. wish to submit their programs because we coordinate uploads by asking
  10. contributors to contact us first so we can check to make sure the
  11. program is not already in the repository.
  12.  
  13. File uploads are accepted via FTP using a special uploading account
  14. or by e-mail using a special mailbox which does not interfere with
  15. regular correspondence.

  17. If you have a program to upload please send e-mail to me with a short
  18. description of the file you wish to submit and the method you will be
  19. using to upload (ftp, e-mail, or modem).  Please do not use Garbo's
  20. upload description template for SimTel uploads.  Information on SimTel's
  21. announcement format is included in the upload instructions file that you
  22. will receive.  There is no charge for this service.  Please do *not*
  23. send files to my mailbox.

  25. All uploads must run on or be related to the MS-DOS operating system or
  26. MS-Windows.  Please do not include Visual Basic's VBRUNxxx.DLL in your
  27. package because it is already available from the SimTel collection.
  28. Please do not upload Windows NT programs because SimTel does not have
  29. an NT collection at this time.

  31. All files or programs must include documentation in the English language
  32. (other languages are allowed but English must also be included).  There
  33. must be a file that the user can read, without running a program, which
  34. tells:
  35.  
  36.   1. What the program does, and how to use it.
  37.   2. The program's status (Public Domain, FreeWare, ShareWare).
  38.   3. The program's distribution status (it must be freely distributable).
  39.   4. How to contact the author in case of questions or problems.  If the
  40.      author has an e-mail address it is recommended that it be included.
  41.  
  42. If the user has to run a program to get this information there is a
  43. chicken-and-the-egg problem if that program does not run because of an
  44. incompatibility or a corrupted download.
  45.  
  46. All files or programs must be in the English language (other languages
  47. are allowed but English must also be included).  All upload announcements
  48. must be in English.
  49.  
  50. Programs that stop working after a fixed date will not be accepted.
  51.  
  52. Programs submitted to the SimTel collection may appear on CD-ROMs
  53. offered by several vendors.  If the program you are submitting should
  54. not be distributed this way, or has restrictions on such distribution,
  55. please don't upload.
  56.  
  57. Because the collection is available all over the world, we cannot
  58. accept programs that are or might be subject to U.S. technology export
  59. restrictions.  This includes encryption/decryption programs.
  60.  
  61. Programs that crack copy protection or passwords will not be accepted.
  62.  
  63. Games are not accepted unless they are strictly educational.  There
  64. are several sites on the Internet which specialize in other types of
  65. games.
