  9.                    /t - test for modem presense only, and return
  10.                         errorlevel of a found modem com port
  11.                    /c - user specified com port
  12.                    /b - user specified base i/o

  14.                    modem command to be sent to modem upon initialization.
  15.                    This was added primarily for non-Hayes compatible
