WEST COAST NETWORK
Policy Guidelines
NETWORK OVERVIEW:
West Coast Net (WCNet) is a high quality bulletin board system dedicated
to providing net mail service to users. The network welcomes any computer
type or BBS software which is capable of exchanging net mail with other
systems. We currently support the following networking technologies:
RoseMail
QWK Formats
Post Link
Front Door
DBridge, etc
West Coast Net is a general interest Network serving the Western States in
the United States. Boards outside of this area are welcome to submit
applications. Our goal is to be the best NET in the WEST!!! This is
accomplished by letting your mail on the Net with minimal restrictions and
by encouraging member boards to participate in the decisions made on the net.
Feedback is VERY important to the NET. Feedback from member boards will
help guide the network.
NETWORK ADMINISTRATION:
The network administration team (ADMIN TEAM) is an elected body. The
minimum number of members is three and the maximum number shall be 5.
Except for the minimum number of three, a member shall be elected for
every 5 Boards on the network until the maximum number of 5 members
is reached.
Members of the ADMIN TEAM are elected for a 2 year term. The initial ADMIN
TEAM shall consist of 1 member whose term shall end after 1 year. The
remaining team members shall have a full 2 year term.
Elections will be conducted through the WCNODES conference. One month prior
to expiration of a TEAM MEMBER, the ADMIN TEAM shall call for an election.
Member Boards shall then be allowed to nominate candidates. The ADMIN TEAM
shall appoint 2 individuals from the member boards (Nominations Committee)
to tally votes. Fifteen days prior to expiration of term, an election will
be held in the WCNODES conference. Each member board sysop shall have
one vote. The vote shall be made in the WCNODES conference. A 5 day period
shall be allowed for all votes to be cast. The Nominations Committee shall
then tally votes and report the elected Team Member in the WCNODES Conference.
The ADMIN TEAM is responsible for handling the day to day running of the
NET. It is responsible for reviewing applications for membership to the
Network. It is authorized to approve applications only. If the ADMIN TEAM
believes an application should not be approved, a decision must be made
by vote of all member boards in the WCNODES conference. The ADMIN TEAM shall
tally the votes and report the results in the WCNODES conference. The ADMIN
TEAM is also responsible for informing the applicant of the results of the
vote. An example of when the ADMIN Team would recommend non-membership would
be when a applying BBS is using pirated BBS software or not adhering to the
Software Publishers Association regarding software use and the law.
CONFERENCE MODERATOR:
Each conference shall have one MODERATOR. The MODERATOR acts in a supportive
manner for the user. The MODERATOR will review messages for appropriateness
in the conference. The MODERATOR may suggest alternative conferences should
the user not post his/her message in the best conference. Acceptable
language is also conference related. Acceptable language in an Adult
conference will be different than that used in a more general conference.
The MODERATOR shall promote the conference and stimulate messages.
Conference MODERATOR are selected by the ADMIN TEAM. The MODERATOR are
responsible for reporting the status of their conference as requested by
the ADMIN TEAM. They are responsible for reporting concerns related to
the conference to the ADMIN TEAM upon discovery.
TAGLINES:
At this time a formal Tagline has not been developed for use by Member boards.
Member Boards are encouraged to include West Coast Net in their taglines.
Our main goal is to encourage messages in the conferences, not to use tag-
lines for advertisement.
REPRIMANDS:
The ADMIN TEAM is responsible for assuring these guidelines are followed. If
a member board is not in compliance, the ADMIN TEAM shall advise the
board of the offense and ask for cooperation in correction. If offense
is not corrected a 30 day ban shall be imposed. If a second offense occurs
the ADMIN TEAM shall request a vote for removal. The ADMIN TEAM and the
offending member board shall present their positions in the NODES
conference. The offending member board shall not have use of the net until
results of the voting member boards are tallied by the ADMIN TEAM.
MESSAGE BASE HIARACHY:
DEFINITIONS:
NODE - Any BBS who is a member of West Coast Net. Currently
there are 14 NODES on the NET. All NODES are asked to
call their HUB at least once per week. Three times per
week is suggested as the minimum number of calls per
week to keep current with the message base.
HUB - A NODE that has been designated to relay messages to
other designated NODES.
REGIONAL HUB - A HUB that has been designated to relay messages to
designated NODES.
MAIN HUB - This is the BBS that receives all messages received by
the NET. All Regional HUBs upload and download
messages to the Main HUB. Currently the Main Hub is
the Computer Master BBS. It is recommended Regional
Hubs relay messages to the Main Hub at least 3 times
per week.
Because we are a new net and we are GROWING so fast we will be adding to
the policy as the need arises.. Rest assured we will not add to the policy
just to eliminate any user or board.. The only way the policy can be changed
is that all the boards on the net have a vote. We will have a time limit on the
vote and if we don't hear from you the majority rules.
