  4.                             Policy Guidelines
  5.  
  6. NETWORK OVERVIEW:
  7.  
  8. West Coast Net (WCNet) is a high quality bulletin board system dedicated
  9. to providing net mail service to users.  The network welcomes any computer
  10. type or BBS software which is capable of exchanging net mail with other
  11. systems.  We currently support the following networking technologies:
  12.  
  13.                 RoseMail
  14.                 QWK Formats
  15.                 Post Link
  16.                 Front Door
  17.                 DBridge, etc
  18.  
  19. West Coast Net is a general interest Network serving the Western States in
  20. the United States.  Boards outside of this area are welcome to submit
  21. applications.  Our goal is to be the best NET in the WEST!!!  This is
  22. accomplished by letting your mail on the Net with minimal restrictions and
  23. by encouraging member boards to participate in the decisions made on the net.

  25. Feedback is VERY important to the NET.  Feedback from member boards will
  26. help guide the network.
  27.  
  28. NETWORK ADMINISTRATION:
  29.  
  30. The network administration team (ADMIN TEAM) is an elected body.  The
  31. minimum number of members is three and the maximum number shall be 5.
  32. Except for the minimum number of three, a member shall be elected for
  33. every 5 Boards on the network until the maximum number of 5 members
  34. is reached.
  35.  
  36. Members of the ADMIN TEAM are elected for a 2 year term.  The initial ADMIN
  37. TEAM shall consist of 1 member whose term shall end after 1 year.  The
  38. remaining team members shall have a full 2 year term.
  39.  
  40. Elections will be conducted through the WCNODES conference.  One month prior
  41. to expiration of a TEAM MEMBER, the ADMIN TEAM shall call for an election.
  42. Member Boards shall then be allowed to nominate candidates.  The ADMIN TEAM
  43. shall appoint 2 individuals from the member boards (Nominations Committee)
  44. to tally votes. Fifteen days prior to expiration of term, an election will
  45. be held in the WCNODES conference.  Each member board sysop shall have
  46. one vote. The vote shall be made in the WCNODES conference.  A 5 day period
  47. shall be allowed for all votes to be cast.  The Nominations Committee shall
  48. then tally votes and report the elected Team Member in the WCNODES Conference.
  49.  
  50. The ADMIN TEAM is responsible for handling the day to day running of the
  51. NET.  It is responsible for reviewing applications for membership to the
  52. Network.  It is authorized to approve applications only.  If the ADMIN TEAM
  53. believes an application should not be approved, a decision must be made
  54. by vote of all member boards in the WCNODES conference.  The ADMIN TEAM shall
  55. tally the votes and report the results in the WCNODES conference.  The ADMIN
  56. TEAM is also responsible for informing the applicant of the results of the
  57. vote.  An example of when the ADMIN Team would recommend non-membership would
  58. be when a applying BBS is using pirated BBS software or not adhering to the
  59. Software Publishers Association regarding software use and the law.
  60.  
  61. CONFERENCE MODERATOR:
  62.  
  63. Each conference shall have one MODERATOR.  The MODERATOR acts in a supportive
  64. manner for the user.  The MODERATOR will review messages for appropriateness
  65. in the conference.  The MODERATOR may suggest alternative conferences should
  66. the user not post his/her message in the best conference.  Acceptable
  67. language is also conference related.  Acceptable language in an Adult
  68. conference will be different than that used in a more general conference.
  69. The MODERATOR shall promote the conference and stimulate messages.
  70.  
  71. Conference MODERATOR are selected by the ADMIN TEAM.  The MODERATOR are
  72. responsible for reporting the status of their conference as requested by
  73. the ADMIN TEAM.  They are responsible for reporting concerns related to
  74. the conference to the ADMIN TEAM upon discovery.

  76. TAGLINES:
  77.  
  78. At this time a formal Tagline has not been developed for use by Member boards.
  79. Member Boards are encouraged to include West Coast Net in their taglines.
  80. Our main goal is to encourage messages in the conferences, not to use tag-
  81. lines for advertisement.
  82.  
  83. REPRIMANDS:
  84.  
  85. The ADMIN TEAM is responsible for assuring these guidelines are followed. If
  86. a member board is not in compliance, the ADMIN TEAM shall advise the
  87. board of the offense and ask for cooperation in correction. If offense
  88. is not corrected a 30 day ban shall be imposed.  If a second offense occurs
  89. the ADMIN TEAM shall request a vote for removal. The ADMIN TEAM and the
  90. offending member board shall present their positions in the NODES
  91. conference. The offending member board shall not have use of the net until
  92. results of the voting member boards are tallied by the ADMIN TEAM.

  94. MESSAGE BASE HIARACHY:

  96.         DEFINITIONS:
  97.  
  98.                 NODE - Any BBS who is a member of West Coast Net.  Currently
  99.                        there are 14 NODES on the NET.  All NODES are asked to
  100.                        call their HUB at least once per week. Three times per
  101.                        week is suggested as the minimum number of calls per
  102.                        week to keep current with the message base.
  103.  
  104.                 HUB  - A NODE that has been designated to relay messages to
  105.                        other designated NODES.
  106.  
  107.        REGIONAL HUB  - A HUB that has been designated to  relay messages to
  108.                        designated NODES.
  109.  
  110.            MAIN HUB  - This is the BBS that receives all messages received by
  111.                        the NET.  All Regional HUBs upload and download
  112.                        messages to the Main HUB.  Currently the Main Hub is
  113.                        the Computer Master BBS.  It is recommended Regional
  114.                        Hubs relay messages to the Main Hub at least 3 times
  115.                        per week.

  117. Because we are a new net and we are GROWING so fast we will be adding to
  118. the policy as the need arises.. Rest assured we will not add to the policy
  119. just to eliminate any user or board.. The only way the policy can be changed
  120. is that all the boards on the net have a vote. We will have a time limit on the
  121. vote and if we don't hear from you the majority rules.
