British Conservative Party, and to the
campaign of Lord Randolph Churchill against
Stafford Northcote in the early 1880s. The
slogan was not backed up by any specific
policy proposals. `Tory democracy' was
revived in the 1980s as a rallying cry for
Conservatives with a social conscience.
