fTime()

         Returns the time of a file

    Syntax:

         fTime ( cFile ) -> cTime

         cFile : The name of the file

    Description:

         Returns the time of a file as a character value.

    Return:

         The time of the file or Nil if file not found.

    Example:

         ? fTime ( "Fast.Txt" )  //   12:12:13
