    Syntax:

         IsNlsFunc() -> lLoaded

    Description:

         Determines if NlsFunc has been loaded.

    Return:

         A logic value indicating if has been loaded or not.

    Example:

           Warning ( "NlsFunc has been loaded" )
         EndIf
