egRatePal()

         Gets/Sets the palette rotation speed

    Syntax:

         egRatePal ( [nInc] ) -> nOldInc

         nInc : An integer between 1 and 15 that indicates the number of
               palettes to jump when a rotation is realized.

    Description:

         It may be use to accelerate or deaccelerate the rotation speed of
         the palette. The larger the value, the faster palettes rotate.

    Return:

         The actual palette jumps number.

    Example:

         egRatePal( 3 )
