    egRateClk()

         Gets/Sets the timer tick interval period

    Syntax:

         egRateClk ( [nLapsus] ) -> nOldLapsus

         nLapsus : an integer between 1 and 32767 that indicates the
                   number of clock ticks to omit between palette
                   rotation jumps.

    Description:

         This function may be used to delay the palette variations.
         The larger the value, the slower is the palette rotation.
         Remenber that the system generates a clock tick eack 18.2
         miliseconds.

    Return:

         The actual number of ticks to jump.

    Example:

         egRateClk( 2 )
