TB_SetRefresh()
 Set the browse refresh rate on a network.

 Syntax:

     TB_SetRefresh( [<nNewRate>] ) --> <nOldRate>

 Arguments:

     <nNewRate> is an optional expression representing the number of seconds
     between refreshes of the STDBrowse().  A value of 0 turns refresh off.

 Returns:

     TB_SetRefresh() always returns the previous rate.

 Description:

     TB_SetRefresh() sets the rate in which STDBrowse() refreshes itself
     when sitting idle.  Default is 0.
