 The
education supervision of modern time started from the
ending of Qing Dynasty. In 1905, the education department
was established in the Qing government, and appointed
12 study officers to supervise the education situation
outside the capital. In local governments below provincial
governments also were established Study supervision organizations.
In the year of 1909, the Qing government issued the Charter
of Study Supervision Officer. From then on, the system
of study supervision became perfect.
After the liberation
in 1949, six departments were established within the Ministry
of Education, and one of the departments was "Department
of Inspection and Instruction". After the middle
of the 1950's, the inspection and instruction work was
once intermitted.
Since the year
of 1979 when Mr. Deng Xiaoping issued the address of On
Correcting the Wrong in Education, the conceiving
to establish supervision organizations and systems and
the basic task, personnel assignment and working method
of supervision |

was put forward
again.
Around the year
of 1976, the Ministry of Education began to appoint inspectors
to inspect the education work nationwide. Since 1981,
the inspecting and instructing system was gradually recovered
in the education administrative departments of each level.
In August 1984, the Instructing and Inspecting Office
was re-established by the approval from the State Council,
and its name was  change
to be the Instructing and Inspecting Department in 1986,
which meant that the formal re-establishment of the central
inspecting and instructing organization for education.
On September 14, 1988, The National Education Committee
and the Ministry of Personnel issued the Notice on the
establishment of inspecting and instructing organizations
for education, and the notice required that governments
above county level should establish inspecting and instructing
organizations or appoint full time education inspectors
and instructors within its administrative departments.
