The main content of educational inspection and instruction
is to inspect and supervise the governments and administrative
education departments to carry out the education policies
and relevant regulations of the Central and the State
Council.
The National
Education Committee issued The Temporary Regulation on
Educational Inspection and Instruction on April 26, 1991.
This is the first regulation file after the educational
inspection and instruction system was recovered in China.
The Regulation made statements on some basic issues about
educational inspection and instruction, and further clarified
the tasks and scope of educational inspection and instruction
work. The tasks includes to inspect, supervise, evaluate,
instruct the education work of governments, administrative
education departments and schools of lower levels, and
to guarantee the execution of national policies and regulations
on education, and the realization of education goal. The
scope includes secondary education and education of lower
level. After the issue of this regulation, more than 20
governments of provinces and cities issues corresponding
local regulations on educational inspection and instruction.
In the year
of 1993, the educational inspection and instruction work
increased the assessment and evaluation on the "Two
Basic" (the basic prevalence of nine years' compulsory
education and the basic elimination of young illiterates),
according to the requirement of The Outline of Education
Reform and Education Development in China that requires
the establishment of inspecting, supervising and awarding
system for compulsory education and the realization of
"Two Basic".
The Education
Law of the People's Republic of China was formally issued
on September 1, 1995, which regulates that the educational
inspection and instruction system is carried out by the
