in western China. From 2001 to 2005, another 7.25 billion
Yuan (including 2.25 billion Yuan local fund) special
fund from the Central will be invested on the second phase
of "National Compulsory Education Project in Poverty
Districts" to improve the fundamental education and
schooling conditions in the poverty-stricken districts
and to enhance the teaching level and quality. The central
special fund will be inclined to the western district.
Besides the civil construction, 40 percent of the special
fund is used on teacher training, education facilities
of information technology, issue free textbooks and teaching
materials to students in poverty. Its main content includes
five aspects: First, reconstruction, building and expansion
of dangerous buildings of primary and high schools; second,
purchase education facilities of information technology,
transmit those excellent education resources to the poverty-stricken
districts by distance information technology so as to
enhance the teaching quality there; third, purchase desks,
chairs, teaching facilities and instruments, books and
materials; fourth, provide financial aid to economically
difficult students, issue free textbooks and reduce incidental
expenses to poor students in the key national poverty
relief counties where the nine years compulsory education
hasn't been executed yet ; fifth, enhance teachers' teaching
level for quality education by degree education and various
short term training.
According to
the plan, there have been 9827 primary and high schools
established, reconstructed and expanded in 522 counties
(Qi, Tuan or Chang); trained teachers 467,000 person-times
with 83,000 person getting degrees; purchased 37600 sets
of instruments and facilities, 2.1 million sets of desks
and chairs, 24 million textbooks; equipped facilities
of information technology education and distance education
in more than 60,000 primary and high schools in the countryside.
The national dangerous schoolhouse reconstruction project
started in 2001. In order to guarantee the safety of teachers
and students, improve the basic schooling conditions of
fundamental education, the State Council decided to invest
3 billion Yuan to reconstruct the dangerous |
