according to the standard and procedure regulated by the
country so as to guarantee the average usage life span
is above 50 years.
Take Guizhou province for example. Beginning from 1998, the State Council in three years appropriated 316 million yuan to the province for the execution of the Compulsory Education for Poverty-stricken Areas Program. The province listed 48 state-level poverty-stricken
counties and seven provincial-level poverty-stricken counties
as "program counties." It planned to build 1,933
"Program" schools (12 middle schools and 1,921
primary schools). After three years of the program's execution,
more than 1,700 well-equipped rural schools had been built.
And the schools are staffed by competent teachers. Six-year
compulsory education has been made universal in 28 of
the 55 program counties, covering a population of 10.06
million. |
