PURPOSE       Creates not existing filename

ARGUMENTS     P1 - CHARACTER
                 - OPTIONAL

                 - first three characters of filename

              P2 - CHARACTER
                 - OPTIONAL
                 - DEFAULT: TMP
                 - extension of filename

RETURNS       CHARACTER
               name of created file
