What is a Telecommunications Relay Service (TRS)?
A TRS allows a person who uses a Telecommunications Device for the Deaf (TTY/TDD) to communicate with a person who uses a telephone. A TTY/TDD performs the same basic functions as a telephone except that the conversation is transmitted and received as text instead of sound.
A TTY/TDD can send and receive text from another TTY/TDD. A telephone can do the same with sound. However, a TTY/TDD and a telephone cannot communicate directly with each other. Instead, users have to go through an intermediary that translates between text and sound. This intermediary is the TRS.
A Communications Assistant who works at the TRS has both a TTY/TDD and a telephone, and transcribes word-for-word conversations between to two users.
Why Does Each State have a Telecommunications Relay Service
Title IV, Section 401, of the
Americans With Disabilities Act of 1990
requires the maintenance of a system of Telecommunications Relay Services (TRS) throughout the United States. The Act allows each State to establish its own program as an option, and as a result, every State (plus the District of Columbia, Puerto Rico, and the U.S. Virgin Islands) now provides a TRS to its residents.
Rules for using TRS's vary from State to State. Some TRS's may limit access to callers from within a distinct geographic or regional area.
Whenever you make a
local
call requiring the services of a Communications Assistant, even if it is for Federal government business, you should use your State relay rather than the Federal Information Relay Service (FIRS). If you are unsure whether to use FIRS or not, refer to
