Troubleshooting with Windows 3.x

General	I can't connect to the network. I don’t get a dial tone. My connection to CNC has worked for a long time, but suddenly stopped working. I have fewer problems dialing into other locations than dialing into CNC. Why is that? My connection hangs just as I am logging in to CNC. I can’t connect to CNC and I think my modem is the problem. I get a dial tone, but no number dials. I get a dial tone and hear a number dialing, but it does not connect me to CNC. I get an error message that says, "COMx" failed. I cannot get an outside line. The number I am calling keeps getting a "9" inserted in front of it. I want to use my CNC account while traveling, but I don't know how to do it. I get an error message that says, "Can’t find Winsock.dll". I lose my network connection when a call comes in on my phone line.
Error Messages	When I try to connect, I get an error message that says, "COMx failed. I cannot get an outside line." When I try connecting, I get an error message that says, "System is down" or "No DNS Entry." When I try to connect, I get an error message that says, "Can't find winsock.dll." Once I'm connected, I get an error message that says, "404 Not Found. The requested URL was not found on this server." Once I'm connected, I get an error message that says, "Netscape is busy. Try again later."
Netscape Navigator	My Netscape won't work. Sometimes I get error messages saying, "Unable to locate server", "Cannot connect to host" or "Server does not have a DNS entry." What do these mean? What does a URL tell me and how do I find these locations? I get an error "404 Not Found" message when I click on a link. What does this mean? How do I save web pages, files or images to my hard disk?
E-Mail	My Netscape Mail won't work. I can send e-mail, but I can't receive it. I can receive e-mail, but I can't send it. Someone sent me an attached file, and I now I can't find it.
Modems	My modem won't work. My actual connection speed is consistently lower than my communication settings. I can't connect to the network. I don’t get a dial tone.
