Yes, Cuba is moving "towards" a capitalistic system, but only due to the fact that without those changes, the country would be declining further and further, possibly to the point of another revolution. And they have a long way to go before it can be called capitalism. Without the support and aid from the former USSR, Cuba has been in serious financial trouble, in desperate need for currency that is accepted in the world markets. Rubbles don't spend well anymore, if they ever did.

I would predict that in the not too distant future, the dictatorship in Cuba, as we know it, will end of its own accord. Castro may retain power, but the people will have a much greater voice and control over their own lives..
