  Message on specific channel to control the Registered Parameter Control.
  After this message the MSB of the selected parameter is send in the
  Data Entry message.

  Data is send in the following form:

    1011nnnn    Control Change; n=Channel [0.15= Channel 1.16]
    01100101    Registered Parameter Control LSB
    0000000v    Data Entry = MSB of Bender Range Sensitivity or
                Data Entry = MSB of Master Fine Tuning

  Transmission will take 0.96 ms.
