  49.                The Plenary Assembly of CCITT which meets  every  four  years,  establishes
  50.          the topics for study and approves Recommendations prepared by its  Study  Groups.
  51.          The  approval  of  Recommendations  by  the  members  of  CCITT  between  Plenary
  52.          Assemblies is covered by the procedure  laid  down  in  CCITT  Resolution  No.  2
  53.          (Melbourne, 1988).
  54.                Recommendation D.220 was prepared by  Study  Group  III  and  was  approved
  55.          under the Resolution No. 2 procedure on the 22 of March 1991.

  81.                   CHARGING  AND  ACCOUNTING  PRINCIPLES  TO  BE  APPLIED  TO  INTERNATIONAL

  83.                              THE  INTEGRATED  SERVICES  DIGITAL  NETWORK  (ISDN)

  85.                Preamble
  86.                This Recommendation sets  out  the  general  principles  for  charging  and
  87.          accounting to be applied by Administrations for the  provision  of  international
  88.          circuit-mode demand bearer services provided over the ISDN.  These  services  are
  89.          defined in the relevant CCITT Recommendations.
  90.          1      General principles
  91.                In principle, there should be no  charging  and  accounting  discrimination
  92.          between bearer services which require the same network resources and/or functions
  93.          to provide the customer with the service requested.
  94.                When  the  network  resources  required  to  provide  bearer  services  are
  95.          different, the collection charges and accounting rates may depend on the costs of
  96.          those resources.
  97.                The services covered by this Recommendation are listed in Annex A  and  are
  98.          subject to the same general principles. Unique aspects of the services  are  also
  99.          noted in Annex A.
  100.          2      Collection charges
  101.          2.1    Collection charges should be set in accordance  with  the  bearer  service
  102.          requested by the customer. In the event that Administrations elect to  provide  a
  103.          higher capacity connection to meet that request, the customer shall be charged on
  104.          the basis of the connection type corresponding to the requested service.
  105.          2.2    The network resources necessary to support the requested services  may  be
  106.          different, for example:
  107.          2.2.1   the  basic  utilization  charges  for  a  service  requiring  64   kbit/s
  108.          unrestricted may in principle be at a  rate  higher  than  those  for  a  service
  109.          requiring 3.1 kHz audio;
  110.          2.2.2  the basic utilization charges for a service requiring 3.1 kHz audio may in
  111.          principle be higher than those for a service requiring speech only1).
  112.          2.3    Measurement of a call for charging purposes should in principle  be  based
  113.          on duration and  should  commence  when  the  information  channel  is  open  for
  114.          communication1).
  115.          3      Accounting
  116.          3.1    Administrations should, by agreement,  establish  the  accounting  rate(s)
  117.          applicable in a given relation.
  118.                The accounting rate should be divided into terminal shares payable  to  the
  119.          Administrations of the terminal countries and,  where  applicable,  into  transit
  120.          shares payable to the transit Administration. These shares should be  established
  121.          in accordance with the relevant provisions of the Administrative Regulations  [1]
  122.          and the CCITT Recommendations.
  123.          3.2    Accounting rates should, in principle, relate to the network resources and
  124.          functions required to provide the service requested. In  exceptional  cases  when
  125.          the requested facilities are not  available,  and  a  higher  grade  facility  is
  126.          utilized by Administrations, accounting should be based on the facility used.
  127.          3.3    Measurement of traffic for accounting  purposes  should  in  principle  be
  128.          based on duration and take into account  other  relevant  CCITT  Recommendations.
  129.          However, Administrations may agree to consider specific accounting to recover the
  130.          costs associated with short duration calls1).

  134.                a)  Speech: no unique aspects foreseen;
  135.                b)  3.1 kHz: no unique aspects foreseen;
  136.                c)  64 kbit/s unrestricted: no unique aspects foreseen;
  137.                d)  7 kHz: for further study;
  138.                e)  Alternate speech/64 kbit/s unrestricted: for further study;
  139.                f)  384 kbit/s unrestricted: the call set up charges for this service  may
  140.                   be more significant than for the other services (for further study).
