- My father was stationed at Clark Air Base in the mid-seventies. When we moved
- over, I had an American amateur radio license and wanted to get a Phillipine
- license (although there was a reciprocal agreement, I wanted a Phillipine
- call). I went in, filled out all the paperwork, and they lost it. I went in
- again, filled out the paperwork, showed my US license, and they told me it
- was no good, that I would have to take the test. So I took the test, passed
- it, and they lost the paperwork. I did not go in a third time.

- I mentioned this to a friend of my father's, who was a major with one of
- the Special Forces detachment (and could play more war protest songs on the
- guitar than anyone I have met since). He said that he knew the Minister of
- Telecommunication, and wrote me a letter of introduction to him.

- So, I went to visit the Minister of Telecommunication. I handed him the
- letter, and explained what had taken place, and he told me how he really
- needed an equalizer for his car radio very badly, and wasn't able to find
- one anywhere in the country. So, I had a friend of mine buy a cheap
- car eq here in the states and mail it out. We mailed it off to the Minister
- and within a week I was sent an Extra-class license. I did not pay the
- license fee (the third time). I also had only a General-class US license
- and probably couldn't have passed the Extra exam without a lot of preparation.
