- I think there are further reasons for the EC's caution. Economic integration
- is a difficult item for the EC at the present time, and much in the EC seems
- to be done by consensus. Thus, the Greek support for Serbia would create an
- open rift if the majority were to move.

- A removable but serious danger has been created by the Serbian threats to the
- UN troops there. Most UN troops are conscripts and unlike the mercenary
- French Foreign Legion, do not accept death as a normal part of their service.
- Military interventions and losses would probably be difficult politically.
