  12. I think there are further reasons for the EC's caution.  Economic integration
  13. is a difficult item for the EC at the present time, and much in the EC seems
  14. to be done by consensus.  Thus, the Greek support for Serbia would create an
  15. open rift if the majority were to move.

  17. A removable but serious danger has been created by the Serbian threats to the
  18. UN troops there.  Most UN troops are conscripts and unlike the mercenary
  19. French Foreign Legion, do not accept death as a normal part of their service.
  20. Military interventions and losses would probably be difficult politically.
