- I believe the radio monitoring manufacturers can cope with changes in
- communications mode (e.g. FM to Phase) or a move from analog to
- digital protocols. The biggest two problems may be, whether a Phase
- modulated digital scanner can be marketed within most people's price
- range. The other problem is the digital protocol -- there are many
- and the FCC may not specify a "standard." To date, I believe each
- manufacturer uses their own so that customers have to stay with their
- brand. If this continues 3rd party manufacturers will not be able to
- design such receivers.

- Encryption is another matter. You can encrypt any radio signal and I
- do not believe we will be able to or should be able to monitor these
- signals. While digital transmissions make encryption easier the two
- do not necessarily go together.
