  12. Despite heavy lobbying by Dan Quayle to have the definition of the term
  13. "wetland" redefined in such a way that would allow more of them to be
  14. filled in or otherwise developed, a senior official said yesterday that
  15. the Bush administration would not act to weaken the current regulations.
  16. The decision averted a final battle between environmentalists led by
  17. William Reilly, administrator of the EPA, and Our Boy, who has been
  18. leading efforts for two years to loosen the regulations.

  20. One can almost imagine the politics behind the decision: Bush - "OK
  21. Dan, I'll take the heat for the decision; after all I'm leaving office
  22. and Clinton would just reverse the policy anyway". Danny - "Great,
  23. then I get to save face as the guy who took the fight to the end".
