  15. Our policy is to make sure we inform each person who gets a computer account
  16. that mail to everyone is to be avoided unless something is wrong with the
  17. systems such that it would affect everyone.  What happens in practice is that if
  18. people send mail to everyone, they usually get enough messages to the effect
  19. that "I don't care about what you just said.  Keep it to yourself and take me
  20. off your distribution list." that the sender quickly realizes that a behavior
  21. change is in order.
