  Commander Shelby has created numerous theories on Borg weapon
  capability.  Among her assumptions are power distribution nodes
  which fuel and run the Borg vessels. The shield rotation theory
  which states that shields should be continually charged with
  and updated by energy fluctuations from the matter--anti-matter
  chamber.

  Commander Shelby graduated from the Starfleet Academy and was
  immediately assigned to Starfleet Tactical.  There she served as
  third-in-command before finally assuming command after presenting
  her Borg theories to the admiralty.  Her knowledge is indispensible.
