    Function SpecialCode(HeldKey, MainKey:Char):Boolean;

    This function returns whether  the  key  selected is a special key or
    not, that is, whether it is preceded by a Chr(0).

    Example

    SpecialCode(Key_Alt ,Key_F1)   = True
    SpecialCode(Key_None,Key_F1)   = True
    SpecialCode(Key_Alt ,'A')      = True
    SpecialCode(Key_None,'A')      = False
