    Procedure DragVertSlideButton

    This permits the user to drag the slide bar button.

    Once the slide button has  been  dragged  or  moved  by the user, the
    program  should  check   GraphicWindow.SlideBarCurPos   to  determine
    what the user changed.

    Never write directly to VSlideBarCurPos.

    DragHorzSlideButton  is   similar,   except  on  the  bottom  of  the
    window, horizontal.
