Procedure SetSpeed(Mousems:Byte)
Sets the double click speed to Mousems milliseconds. It performs a
speed test on the computer (about 1 second) and then stores a value
in the variable ComputerSpeed. This is used by the mouse
functions that check for double clicking and also by the flashing
cursor procedures.
The default (after calling Init) is 25ms.
